With no US embassy to storm, the basij turn instead to the British. This is a stunt, plain and simple, to distract from the rumors of the Israeli bombing of a missile site earlier and to cast opposition to new sanctions in a populist light. These are goverment militia, plain and simple.

The British, being part of the rest of the world, become responsible for the sanctions placed on the Iranians so that the regime can point to them instead of themselves when medicine runs short. Move along.
